Alright-I let all the air out, and then I pulled up on the thing. Now I can turn it and stuff, but what am I looking for to happen? I didn't notice anything.

One of the gauges will decrease or increase the pressure setting... set it to where you want pressure. When the compressor hits the PSI, it'll stop.

Alright, so I have to have it filling for me to adjust where I want the PSI to be set?

lol, no need to let the air out. When you're adjusting it, you need the tank pressure to be higher than what you need, otherwise the regulator won't do you any good.

From your pics, the gauge on the right is for the tank pressure. That's the highest you're allowed. The gauge on the left is the regulator pressure. That's what the pressure is gonna be in your line.

You can only increase the pressure to where it matches the tank pressure, but you can lower it as much as you want. Your tank pressure will most likely be over 100 when full. Turn the knob counter clockwise to lower the line pressure, then do a quick with whatever tool you're using to relieve the line pressure. Should stabilize to whatever you set it at. Not low enough? Repeat the procedure until the desired line pressure is achieved.
