What are you upgrading from? A Radeon 7000 is not a very good upgrade. I would consider nothing less than a DX8 or a low end DX9 card. upgrading to a Radeon 7000 won't get you any performance gain considering that most built in graphic solutions on motherboards today exceed the performance of a R7000 card.
Check ebay for a used card. Most of the time they are fine. Just go with a non DOA warrenty and it'll be fine.
If you are upgrading to play games then you'll need at least a DX9 card. That $26 card wont' do much for gaming or 3d apps. I have a R8500 64meg in my old beast at home and while it still can play some games its rapidly approaching the end of its useful life. I couldn't play anything like Quark 4, Farcry, or Fear at all on my current machine.
