A lot of times flame outs are also caused by using the wrong plug for the type of fuel used. And by the way, not all plug mfrs. use the same numbering system to identify their plugs' rating.
Yep, tuning too rich will not let the plug stay hot enough to start the next combustion cycle. It will be doused with fuel and can cause a flame out (or non flame out as the case may be)
