You can open the image in paint to resize it. So, if you go to your pictures, open the correct folder, once you have your image selected you can right click on it, from there go to the "open with" menu and select paint.
From there, you'll see that your image is huge. You can select the tab atop of the paint program that says image, then resize/skew. Enter in the values 50, 50 for the horizontal and vertal percentage in the resize. If it still is too big just repeat the same process.
Other than that you can open a photobucket account which is free (Image hosting, free photo sharing & video sharing at Photobucket) and upload your pictures there and then drop them into forums using an [img] instert file name here [/img] type tags
