How to eliminate on-throttle glitching???

When I hit the throttle, the steering goes full lock right... Sent me doing cartwheels a minute ago across the neighbors lawn...It's only when the engine is running though, when it's off all is fine. So my guess is that it's the clutch bell/ spur doing this to me, but I could be wrong. How do I solve this?

Also, what is the ideal break bias front/rear, right now when I hit the brakes, the rear end slides around and I spin out. That might be because the streets are still a little slippery from the rain this morning...
