I have found eBay to be very good and safe. If you use their protocols for payment you always have payment protection against fraud. It is when you fo outside of eBay and start buying person to person that you open yourself up to con-artist (and I'm not saying that's what anyone is) scams and no-pay/no-ships.
Ebay considers 10 days a normal waiting period for deals to settle, because people do have jobs and travel, etc. and cannot check email everyday. So when deals go bad on eBay you are cooling it for at least ten days before you can try to cancel the transaction. Otherwise leary buyers would cause them too much admin headaches when deals are really just moving slowly.
