Yes it does need a motor. It comes with an ajustable motor mount, so most ANY BB motor will fit in it.
As for a starter buggy for racing i would say yes for a couple reasons... This buggy has been very very durable and was raced at many dirt dawg races last year. The seller Balt71 Learned to race 1/8 with it and did ok for a beginer.
