No, seriously. This dude has a mental illness. Probably schizophrenia. I see it all the time. The ones lucky enough to have living family members to look after them stay out of state hospitals and nursing homes. Believe me, he sounds unemployable, and is lucky to have a home.
At least 99% of people with mental illnesses are not dangerous and pose no threat to themselves or others. Rather, they just act very very strangely. They will not understand "hints" that they are bothering you. If he wears out his welcome, you can simply say. "I just don't feel like talking right now. I'm busy tuning my truck". "Please keep your distance while I am working on my car". You don't have to worry so much about offending him, because he will better understand a concrete statement.
