I broke my PS on my cv-rx and finally bought a new yesterday. My LHS can't get them without the OWB. I am wondering if I should use my old OWB with the new PS or save the old one and use the new one?

Me, if I had a pullstart off, and had the new parts, I'd install them. Just so I don't have to take it apart again later. The old, working OWB can become the spare in the toolbox.
But that's just what I would do.

Don't use WD-40. The new one way should be pre-lubed. If anything, use either Marval Mystery oil or get a bottle of one-way lube. It only needs a drop or two.

how much was a OWB and a PS??? a new motor is $99 and sometimes tower has $10 off

Is this a recoil for the 2.5 engine? I'm just asking because I think they go for like $15 on eBay.
